Summary: This is a very detailed description of the norms that operated in schools concerning the functions of teachers during and after lectures, techniques for examining students in mathematics, stipulations for students’ promotion to the next grade, and the system of academic rewards and punishment. It also includes the subjects of study for girls and boys.
Historical Notes: By 1821, Francisco de Paula Santander (acting President of Gran Colombia between 1819 and 1826) had pushed forward an ambitious legislative plan to put in place an education system for Gran Colombia. It included the introduction of the Lancaster method of education in Bogotá, Cúcuta and Pasto, the creation of elementary and middle schools, “education houses” (places that combined elementary with middle school), and universities, and the creation of normal schools to educate teachers. At the end of Santander’s government (1836) there were 1,000 elementary private and public schools, and about 26,000 students. Boys’ education was a priority, but schools for girls were also opened.
