Summary: César Conto, at the time the secretary of Credit and Treasury under the Eustorgio Salgar regime, reports to the mebers of the Governing Council on the progress and costs of a road between Cali and Buenaventura.
Historical Notes: From 1820 to 1840 the national budget for roads was limited and only covered the maintenance and repair of existing mule-roads. After 1830 several entrepreneurs signed concession agreements with the government to open new routes. As a form of payment, the government granted them public land located by the road and the right to establish a toll collection for two or three decades. Tomás Cipriano de Mosquera’s first government (1845-1849) invested heavily in infrastructure and authorized a large sum for the construction of a road connecting Cali with the Pacific coast.
