Summary: A presidential message by the governor of Antioquia concerns serious altercations between the states of Cauca and Tolima. The governor attributes the problems to the Conservative and Liberal tensions of the area, and analyzes the role of the central government regarding the disputes in order to benefit the interests of the union.
Historical Notes: Antioquia has been an important center for commerce since the 16th century. It was established as a province in 1830 and became a sovereign state in 1856.
