Summary: The Society for the Camino de Buenaventura was formed by people from the provinces of Buenaventura, Cauca and Popayán, in order to persuade the locals and the central government of the pressing need for the construction of a road to connect the Cauca Valley with the Pacific Coast. The initial proposal was for a mule road and argued that it would open numerous opportunities for commerce in the region. The Camino de Buenaventura society asked for economic contributions from the central government, and also from locals in a position to invest in the project.
Historical Notes: The development of the transportation system in Colombia during the 19th century was characterized by rudimentary and expensive modes of transportation such as mule roads. The cost of this form of transportation depended on the availability of men, mules or horses and the weather (during rainy seasons traveling would take longer and animals were at greater risk of being injured). Provinces faced problems concerning the distribution of national funds that were frequently tied to political power. The central government favored Antioquia, Tunja and Bogotá over the rest of the regions, creating a gap between the more advanced provinces in the central and northern part of the country and the southern, eastern and western regions.
