Summary: Vicente Cárdenas, a Cauca exiled in Ecuador, wrote this pamphlet as representative of, according to him, more than three thousand people who had fled the Cauca region during the political violence in 1877. Cárdenas here accuses public functionaries, who were liberals, of appropriating and selling confiscated property. He asserts that the exiles are entitled, as Colombian citizens, to return and be compensated for their economic losses.
Historical Notes: The Colombian civil war of 1876-1877 began when Conservatives declared war on the central Liberal government who advocated secular education. The war erupted in Cauca where the conservative oligarchy had lost its political strength, but was quickly supported by Antioquia and Tolima where conservative groups, some of them armed, dominated local politics.
