Summary: The document sets out the amendments to Colombian’s codes regulating mining and commercial activities and its penal code. It provides the regulations for mining on private property and those located in public lands. It details appropriate penalties for the counterfeiting of money or bonds, rape and child abuse.
Historical Notes: These reforms are part of the political period called the Regeneration in Colombia in which the Conservative party came to power and attempted to reverse liberal reforms enacted during approximately thirty years of Liberal rule. Conservative President Rafael Núñez (1880-1884;1886-1892), pressed for economic reforms regarding foreign trade and the exploitation of resources.
