Summary: In 1855 R[amón] Espina asked the Colombian Supreme Court and the Vice President of the nation to cancel a contract under which crown land had been allocated to an individual who, in turn, had rented the land to the Child Company for quinine exploitation. Espina argued that there were many irregularities in the allocation of public lands that affected poor small farmers who had no political representation in the courts.
Historical Notes: Colombia’s public land legislation mirrored that of the rest of the Americas. These lands had a number of uses: they were sold to people and thus represented an important source of revenue for the state; crown land was adjudicated to railway entrepreneurs as an incentive for the rapid development of these projects; and, in Argentina and Colombia, these lands were used to pay the military for its services. These concessions often disproportionately favored large landowners and left colonos and small farmers with little land.
