Historical Notes: The Vélez Province was formed by ten parochial districts located in what today corresponds to the south of the Department of Santander, and Chiquinquirá and Moniquirá from today’s Department of Boyacá. By 1850 the province had a sizable population of 109,000 people. The history of the province is notable because the Vélez constitution of 1853 granted the right to vote to women for the first time in Colombian history.
