Summary: Rufino Gutiérrez provides here a detailed account of the importance of the southern territories bordering Ecuador. He argues that this area is militarily and commercially important to the country and the central government should invest in its infrastructure.
Historical Notes: The Pasto Province was located in the Colombian south, between Popayán and the territories of the Quito Presidency at the beginning of the 19th century. At the time of the revolution for independence in Nueva Granada, Pasto’s political and economic elite declared themselves in opposition to the republican uprising and took a radical pro-monarchical position. Pasto drastically resisted the rule of the republican government until 1822, and the province continued to be a politically contested territory for various reasons during the 19th century. Popayán, capital of the Cauca Department, has been an important administrative, religious and cultural center for four centuries. Considered a conservative state, it was the birthplace of several important politicians and clergy during the 19th century.
