Summary: José María Navarrete and Aristides España, two members of the local government in Pasto, celebrate here the inauguration of the first imported wheat mill in the town. In their discourse, these two men invite the local population to focus on the construction of a productive society and to distance themselves from political quarrels that only produce violence and delay the development of the region.
Historical Notes: The Pasto Province was located in the Colombian south, between Popayán and the territories of the Quito Presidency at the beginning of the 19th century. At the time of the revolution for independence in Nueva Granada, Pasto’s political and economic elite declared themselves in opposition to the republican uprising and took a radical pro-monarchical position. Pasto drastically resisted the rule of the republican government until 1822, and the province continued to be a politically contested territory for various reasons during the 19th century.
