Summary: Anibal Galindo, Subdirector de Rentas, reports here to the Departamento de Hacienda de Colombia on the following economic aspects: customs duties, revenues from salt mines, postal services, public lands, railroads, and national currency. Galindo offers an analysis of the fiscal situation of the nation from his perspective which favors free market and liberal politics.
Historical Notes: Tomás Cipriano de Mosquera’s government (1845-1849, 1861-1864 and 1866-1867) enacted profound changes to Colombia’s fiscal policy. These changes were largely focused on implementing favorable conditions for free trade, such as decreasing import tariffs, while offering farmers some protections for internal commerce.
