Summary: Manuel José Mosquera, Archbishop of Bogotá, asks Nueva Granada’s government to return the Colegio San Bartolomé to the Catholic Church so it can function as a seminary. He provides a detailed history of San Bartolomé as the place for instruction of priests since colonial times; and he states that if the seminary’s building is returned to the Church they will invest in its repair and maintenance.
Historical Notes: In 1850 Tomás Cipriano de Mosquera became president and enacted radical anti-clerical reforms: Jesuits were expelled from the country (the Colegio San Bartolomé was run by Jesuits), no clergy could work without the authorization of the government, and the state proceeded to expropriate the material assets of the Church (Ley de Desamortización).
