Summary: Lino Pombo, Director of the Cámara Provincial de Bogotá, decrees here the creation of a savings bank and outlines its regulations. He also encourages people to put their savings in banking institutions as a practice necessary for social and economic progress.
Historical Notes: The development of banks and financial institutions lagged in Colombia. It was not until 1870 that the banking sector began to develop: by 1881 there were forty-two banks in the country. Many of these institutions were short-lived, however, since the national bank monopolized the profitable banking activities and thus forced one-third of these organizations to close by 1887.
