Summary: Victoriano Paredes, Secretary of Foreign Relations of Nueva Granada, examines the political quarrels between the Liberal and Conservative party in 1849 aiming to clarify the national situation to diplomats representing the various states of the Colombian confederation.
Historical Notes: The Colombian Conservative Party was founded in 1849 with a statement of principles written by Mariano Ospina Rodríguez and José Eusebio Caro. The Conservative party tended to be closely tied to the Catholic Church, and supported a centralized government and the maintenance of a strong political and economic elite. In the 19th century it divided into two factions: the Nationalistic (radical conservative faction) and the Historical (a moderate group). The Liberal party also developed in the mid-19th century, and tended to support religious tolerance, a decentralized state, and a more socially inclusive government.
