Summary: Aquileo Parra, President of the United States of Colombia, here decrees the regulations for the telegraphic services in the country. However, the individual states had responsibility for the provision and maintenance of the service. He outlines the regulations for the construction of the telegraphic lines as well as the administration of the offices which formed part of the postal service system.
Historical Notes: The postal services were originally created during colonial times in 1781. Postal services as are known in Colombia today began in 1919, and the Colombian Postal Services became the Ministry of Mail and Telegraph in 1923. Davis, Robert 1993 Postal Service.
