Summary: Jurist Cerbeleón Pinzón provides a detailed critique of the Rionegro 1863 Constitutional Charter, which created the United States of Colombia as a confederacy.
Historical Notes: General Tomás Cipriano de Mosquera was provisional president of Colombia in 1863. The Rionegro convention was, according to Robert Davis, overwhelmingly liberal in its ideology and politics. The conservative party had limited representation; its liberal dominance is clearly reflected in the Rionegro Constitutional Charter. Davis, Robert 1993 Rionegro Convention.
