Summary: Roso Cala, Finance Secretary of the state of Santander, here decrees the regulations for a school of arts and crafts which, according to Cala, would improve the skills of workers and thus improve the quality of local products. The document provides administrative guidelines, as well as the ways in which the state would contribute to the maintenance of this school.
Historical Notes: The state of Santander was located in eastern Colombia. It was established in 1857, and became the Department of Santander in 1886.
