Summary: José Ricaute advocates here for the creation of an independent province of Bogotá. He argues that as a “civilized and wealthy” town Bogotá should be granted a privileged position in the nation’s political and social structure. Bogotá’s superiority could, according to Ricaute, contribute to the development of Nueva Granada.
Historical Notes: In 1819 Bogotá was designated the capital of Gran Colombia. The Federal District of Bogotá was created in a decree in 1861 that was abolished in 1886, re-established in 1905, and changed again a number of times before 1954.
