Summary: Victoriano de D. Paredes, the President of the State of Santander, here publishes the decrees and laws passed by the Constitutional Assembly in 1866. These laws and decrees deal with administrative changes, state borders, education, civil and penal law, infrastructure, law enforcement, the creation of new villages, public lands and finances. Some of these decrees and laws increase the president’s powers.
Historical Notes: The state of Santander was located in eastern Colombia. It was established in 1857, and became the Department of Santander in 1886.
