Summary: The government of the union presents four documents to Congress. The first concerns the fiscal situation of the country. The second is in regard to infrastructure improvement and its impact on commerce. The third deals with religious issues in an effort to control the violent outbreaks produced by the clashes between the government and religious radicals. Finally, the government addresses the financial situation of the country during the war; this includes land expropriation and seizing civilians’ money by the state and how these extreme measures would be dismantled when the conflict is over.
Historical Notes: There were nine civil wars (two of them with Ecuador) in Colombia as well as many local uprisings, particularly during the federalist period (1858-1886).
