Summary: Manuel Vengoechea, the President of the state of Magdalena, here reports to the legislature about the situation of the state during the year 1868. He presents in a broad way the state’s problems and the improvements concerning law enforcement, finance, communication infrastructure and education. The report includes a number of state agreements signed with the central government and other sovereign states.
Historical Notes: The Department of Magdalena is located along the Colombian Caribbean coast on the lower Magdalena River. During the colonial period the region was known as the province of Santa Marta. Magdalena became the state of Magdalena in 1857, formed by the departments of El Banco, Padilla, Santa Marta, Tenerife, and Valledupar, and in 1886, the state of Magdalena became the Department of Magdalena.
