Summary: Rafael Bonilla writes to contest the veracity of a posted entitled "Una Contestación" written by publication by Juan Nepomuceno Montero, the Governor of Barbacoas. According to Bonilla, Montero falsely accused him of political misconduct as a representative of Barbacoas. Bonilla states that "Una Contestación" only proves that Montero is an uncivilized criminal.
Historical Notes: Rafael Bonilla served in various posts in the Barbacoas government including Secretary of the Court of Justice and Deputy of the Provincial Chamber. After the Melo Coup In 1854, Bonilla supported the constitutionalists. Governor Enrique Diago, a staunch supporter of Melo, expelled Bonilla from Barbacoas that same year. Donor Notes: Its calls itself an answer to a pamphlet titled <u> Una Contestation </u> which had appeared in Pasto. Bonilla asserted that it was the work of Juan Nepomuceno Montero, Governor of Barbacoas, his enemy for having (as a deputy in Barbacoas Cámara Provincial in 1851) demanded stricter accounting for some local chantries. Bonilla had also served as Escribiando in Barbacoas before Montero forced him out. - J.L.H.
