Summary: A statement addressed to the President of the Grenadian Confederacy, written by a group of Popayán residents. The authors denounce the social and economic problems of the country, and express their disappointment in post-independence political reforms.
Historical Notes: This document comes from the Colombian Civil War (1860-1862). At the time, the Liberal forces headed by Tomás C. Mosquera, president from July 18-1861-February 4, 1863, had largely won, but fighting continued in some regions. On August 10, 1861, the Conservative forces, led by Julio Arboleda, took Popayán, which was a major victory at a time since the Conservatives were losing the war. This war helped drive the deep and lasting divide between Liberals and Conservatives.
