Summary: Nearing the end of the War of the Supremes in the South, Obando writes a decree for the southern Provinces in revolt to guarantee restoration of peace and liberty. His political agenda is very egalitarian in nature. Names himself Supreme Director of the South.
Historical Notes: The War of the Supremes (1840-1842), was a series of regional rebellion led by regional caudillos. José Maria Obando was the first to rebel in Pasto. In March of 1841, Obando and his allies succeeded in taking over Popayán, Cali, and Buenaventura as well as continuing to hold Pasto. However, the government forces had grown stronger, and many landholding elites had come to oppose Obando due to his takeover of their land and slaves.
