Summary: A presidential decree announcing amnesty for political acts that took place during Civil War. President Tomás C. de Mosquera announces his intent to bring stability and peace to Colombia.
Historical Notes: T.C. de Mosquera led a rebellion against the Conservative Government between 1859-1862. He assumed the presidency by force in 1861. This document comes from the Rionegro Conference in which Mosquera and his administration sought to formalize their demands during the rebellion in a new constituion, which Congress passed in May of 1863.
