Summary: General Herrán, a seasoned war veteran, deems it necessary but regettable that the government forces will have to go to war against T.C. Mosquera and his rebel forces.
Historical Notes: This document is from the beginning of the Civil War (1859-1862) at which time Tomás Cipriano de Mosquera led a Liberal rebellion against Mariano Ospina's Conservative government. T.C. de Mosquera and his forces quickly took over many regions of Colombia, seizing Bogotá in 1861. Mosquera also took the presidency by force that same year. The war deepened the divide between Conservatives and Liberals, which continues to have an impact on Colombian politics today.
