Historical Notes: Between 1860-1862, Tomás C. de Mosquera led a liberal rebellion against the Conservative-led central government headed by Mariano Ospina. Mosquera assumed the presidency in 1861, and immediately passed anti-clerical laws to cut off the Catholic Church's financial resources, separate church and state, and expel the Jesuits. This document comes from the Constitutional Assembly held in Rionegro in 1863, in which Liberals and Conservatives met to negotiate on issues such as the Church-State relationship.
