Summary: Letter criticizing the government because of its relation with Venezuela, 1903.
Historical Notes: Although Colombia has had, for the most part, a peaceful relation with its neighbor countries, a few moments of tensión have occurred time to time. The lack of definition of borders during the colonial period was inherited to the new republics formed during the nineteenth century. Except for a few armed conflicts, most of the disagreements over limits have been resolved through diplomacy. This pamphlet is a source for analyzing one of such instances of tension, in which the Colombian and Venezuelan governments disputed over their nations' boundaries.
