Historical Notes: Since very early, the Colombian state understood that providing free basic education was one of its indisputable functions. Monopolyzing the education sytem allowed Colombian governments to forge a collective memory and a shared set of beliefs that fomented unity among the diverse population of the country, thus creating a national identity. Moreover, as LaRosa and Mejía claim "The centrality of education is critical in any democratic system" [Michael LaRosa and Germán Mejía, Colombia: A Concise Contemporary History (Lanham: Rowman and Littlefield, 2012), p. 67], and Colombian governments also understood this since very early, coupling the right to vote with literacy.
