Summary: The anual presidential address to the Colombian Congress detailing the actions of the executive branch of the government during the past year.
Historical Notes: Pedro Nel Ospina was President of Colombia between 1922 and 1926. During his presidency the United States paid 25 million dollars in compensation for its involvement in the separation of Panama from the country. Ospina utilized that money strategically, heavily investing on infrastructure and education. During his administration he created the Banco Agrícola Hipotecario to foment agriculture and expanded public education. (See: Angela Mejía de López.
