Summary: The political chief of the Department reports to the Assembly about important issues regarding the government of the region, such as changes in his cabinet, the reorganization of the local guards, and the cooperation between the government and the Catholic Church to keep social stability.
Historical Notes: As a result of the political assassination of Jorge Eliecer Gaitan in April, 1948, Colombia entered one of the most traumatic phases in its history. During the ensuing two decades, the country experienced political distress and violence. (See for example: Marco Palacios, Between Legitimacy and Violence: A History of Colombia, 1875-2002. Durham: Duke University Press, 2006.) This pamphlet is valuable evidence of how political leaders reacted and tried to manage the crisis that was just beginning.
