Summary: A ten-page address to the local assembly of Boyacá by Colonel Carlos Bejarano, Political and Military Chief of the region. He urges the congressmen to take the necessary measures that would ensure the political stability of the region.
Historical Notes: On 9 April, 1948, Jorge Eliecer Gaitán, leader of the Colombian Liberal Party was assassinated in Bogotá. As a result, political distress and a bloody conflict ensued in several regions of the country. This political message was delivered in the midst of this historical context making it a valuable source to understanding the beginnings of what would be known as La Violencia, a twenty-year period of armed conflicto in which hundreds of thousands were killed and millions were displaced.
