Summary: This pamphlet presents modifications concerning the production, taxation and sale of tobacco to the Third Commission of the House of Representatives. Prior to this each state regulated tobacco independently. These new sets of laws were intended to maximize the export of Colombian tobacco, as well as expand its internal market and curb contraband. The above measures offered an alternative to the problem of the coffee monoculture as Colombia’s single main product for export. The document includes the commission’s session debates for the proposed law.
Historical Notes: Colombia produced small amounts of tobacco from colonial times. There are records of tobacco exports as early as 1700. The national and international commerce of tobacco was controlled by the Colombian government in a monopoly that lasted from 1766 to 1850. The tobacco exports reached their peak in the 1860s and gradually tailed off until the “tobacco crisis” in 1887 during which the market prices dropped dramatically.
