Summary: The report from the provincial governor of Bogotá to his successor outlines previous administrative accomplishments and presents the budgets of the three secretaries of the province: the Secretaría de Relaciones Exteriores, Secretaría del Interior, and Secretaría de Economía y Guerra.
Historical Notes: Soon after Independence in Nueva Granada, Liberals advocated a federalist governmental structure while Conservatives argued for a stronger central government. The federalist philosophy reflected in part the desire of the local elites to maintain their monopoly over regional resources. In 1843 a new Centralist constitution was approved for Nueva Granada; even then, however, each province could continue to have its own constitution and manage its resources with relative independence.
