Summary: This pamphlet examines the right of the central government to interfere with provincial decisions concerning the production, commercialization, and taxation of alcohol according to the stipulations of the 1886 constitution.
Historical Notes: In 1850 the state promulgated a law decentralizing the collection of taxes. Its goal at the time was to produce a division of administrative and fiscal tasks between the nation and the provinces. The law gave the provinces autonomy over the taxes, and with this law many provinces abolished state monopoly over alcohol production and commerce, among other changes.
