Summary: This is a response to the 20th of July festivities celebrating the anniversary of Independence. The author criticizes the disorganized political and civil administration of Nueva Granada, and sarcastically names those who will not be part of the festivities, including the veterans from wars, artisans, the proletariat, and shopkeepers. The author states that the national festivities are for those who, instead of being honest citizens, are involved in rampant corruption within the government.
