Summary: This pamphlet includes the administrative and academic regulations for two preparatory schools in the Instituto Barranquilla, an academic institution that offered four subjects of study: grammar, philosophy, rhetoric, and history. The regulations include guidelines for academic and administrative staff and the students in the institution.
Historical Notes: In 1821 the Congreso de Cúcuta proposed several measures concerning the educational system for Gran Colombia: the establishment of schools for girls in monasteries; the introduction of changes to preparatory schools and education houses (these houses focused on the introduction of learning techniques such as the Lancaster method); and the creation of elementary schools nationwide. The educational reforms instituted after the Congreso de Cúcuta were known as the Radical Reform of the 1870s, and through it a Department for Public Instruction was created within the Interior Ministry. The Radical Reform also decreed for the first time that elementary education be free, obligatory and religiously neutral. Jaramillo Uribe, Jaime 1982 El Proceso de la Educación.
