Summary: Senador Borda emphasized the right of the state to scrutinize and control existing religious cults within the nation. His argument was based on the constitutional premise that humans have free will, and that, therefore, it was the right of the state to prevent religious entities from subjugating citizens based on ideas that people have to act in accordance with the mandates of religious laws in order to achieve salvation.
Historical Notes: During the period of Gran Colombia (1819-1830) Vice-president Francisco de Paula Santander attempted to impose liberal ideas designed to diminish the influence of the Catholic Church in the public sphere of life. The Catholic Church had been responsible for education and its role in the educational system became a battlefield for liberal and conservative politicians during the 19th century. While Liberal governments, active supporters of secularism in education and freedom of religion, admitted Protestants and other Christian religious denominations into the country during the 19th century, these groups would often be expelled when the Conservatives assumed power.
