Summary: The first part of this report was an evaluation of the conditions of the State of Bolívar during a period of violent national conflict. It is particularly concerned with the attacks to which the Magdalena area had been subjected. The second part the report presented a detailed account of the finances and proposed bills relating to the general functioning of the state.
Historical Notes: The State of Bolívar is located on the Caribbean coast of Colombia parallel to the lower Magdalena River. The Department of Bolívar was established in 1886, and was reduced in size in 1910, 1951, and 1966 with the formation of the new states of Atlántico, Córdoba and Sucre.
