Summary: The Lawyer Vicente Cárdenas recounts the evidence connecting Enrique Grice, a British citizen, to a smuggling operation of clothes entering Colombia through the port of Buenaventura.
Historical Notes: The Colombian government enacted a number of measures from 1832 to 1838 with the goal of increasing its tax revenues. Customs duties were the principal source of revenues for the country followed by the taxation on alcohol.
