Summary: In his message to the legislative assembly, Vice-President Miguel Antonio Caro sets out the situation of the Colombian government in 1898. He offers his personal view on constitutional changes and their effects on the nation. In the second half of the document, Caro addresses the country’s finances and infrastructure.
Historical Notes: The dominance of the liberal party ended in the last decade of the 19th century in Colombia. Three main problems were to be addressed by its successors: the appropriateness of anti-clerical laws in a predominantly Catholic nation; the federalist structure of the country which left the central government with little power to control internal conflicts; and, the liberal economic policies that gave primary emphasis to the integration of Colombia into global trade.
