Summary: Rafael Cárdenas, Secretary of Education of the Department of Cundinamarca, reported to the Governor of Cundinamarca on the state of the education system during 1893. The report includes information concerning normal schools, “La Merced” high school, and elementary schools. It contains financial details, such as the inability of each municipality to maintain a school for girls from fees collected from students. In this report he asks the government to subsidize education.
Historical Notes: By 1821, Francisco de Paula Santander (acting President of Gran Colombia between 1819 and 1826) had pushed forward an ambitious legislative plan to put in place an education system for Gran Colombia. It included the introduction of the Lancaster method of education in Bogotá, Cúcuta and Pasto, the creation of elementary and middle schools, “education houses” (places that combined elementary with middle school), and universities, and the creation of normal schools to educate teachers. At the end of Santander’s government (1836) there were 1,000 elementary private and public schools, and about 26,000 students. Boys’ education was a priority, but schools for girls were also opened.
