Summary: The Colombia Congreso authorizes the Sociedad to build a road from Popayán to the Patía River. The route would then connect Pasto to the Pacific Ocean via steamboat navigation. The Senate agreed to provide some financial support. The document contains the statutes of the Sociedad in charge of the construction. The document contains the administrative guidelines of La Sociedad for the opening of Camino del Castigo and includes the central government’s authorizations for the construction of the road.
Historical Notes: Colombia lacked a system of roads that would allow the local and national economies to develop during the 19th century. Local elites created associations throughout the country to promote the construction of roads. These were intended to connect the provinces to the Magdalena River which for most of the 19th century, was the only navigable river that could take goods to the Caribbean coast. Salamanca Uribe, Juana 2011 Navegación Fluvial, Caminos, Cable Aéreo. La Aventura Extrema de los Transportadores. Credencial Historia (256). From 1820 to 1840 the national budget for roads was limited and only covered the maintenance and repair of existing mule-roads. After 1830 several entrepreneurs signed concession agreements with the government to open new routes. As a form of payment, the government granted them public land located by the road and the right to establish a toll collection for two or three decades. Tomás Cipriano de Mosquera’s first government (1845-1849) invested heavily in infrastructure and authorized a large sum for the construction of a road connecting Cali with the Pacific coast. However, soon the investment in roads in the south shifted to the central and northern areas of the country. Safford, Frank 2010 El Problema de los Transportes en Colombia en el Siglo XIX.
