Summary: Miguel Leonidas Gutiérrez, the government functionary in charge of executing the disamortization decrees in 1867, provides here a detailed financial report of his management. He also suggests that the disamortization not only placed a large amount of land back on the market to be purchased and cultivated by commoners, but also allowed the state to use this land to pay the national internal debt through the issuance of bonds. The second part of the document contains the disamortization decrees and the legal tools used to calculate the value of the land for the market.
Historical Notes: The disamortization decree was issued on September 9, 1861 and abolished the inalienable right to tenure of property by institutions, primarily the Catholic Church. The disamortization decree was issued by Tomás Cipriano de Mosquera’s administration along with other decrees that affected the Catholic Church, including decrees that expelled the Jesuits and closed the houses of some religious orders.
