Summary: This pamphlet is a collection of three documents that accuse General Tomás Cipriano de Mosquera of questionable use of public funds, as well as accounts of those who defended him.
Historical Notes: General Tomás Cipriano de Mosquera was born in Popayán in 1798. He was President of Nueva Granada from 1845-1849 and 1861-1863. As a military leader in 1861 he led the only armed rebellion against the state in the 19th century. As president he introduced free trade and anti-clerical legislation.
