Summary: Mariano Ospina Rodríguez, Minister of the Interior and Pedro Herrán, President of Colombia here published decrees organizing universities by regions. Each region’s capital would have a university (i.e. Bogotá, Cartagena and Popayán).
Historical Notes: After the Colombian independence in 1819, the government began to consider creating public universities. Francisco de Paula Santander established the Universidad Central de la República in 1830. However, graduate education was monopolized by the church or political and economic elites with the establishment of federal, radical local and national governments.
