Summary: President Tomás Cipriano de Mosquera decrees here the statutes for the formation of the Colombian army and address problems that may arise from the confederacy system when it comes to dealing with each state’s armed forces. He asserts that, regardless of the confederacy model, the president is in charge of war affairs.
Historical Notes: General Tomás Cipriano de Mosquera was born in Popayán in 1798. He was President of Nueva Granada from 1845-1849 and 1861-1863. As a military leader in 1861 he led the only armed rebellion against the state in the 19th century. As president he introduced free trade and anti-clerical legislation.
