Summary: Tomás Cipriano de Mosquera’s government presents here the Rionegro Constitution of 1863 by which the United States of Colombia, formed by nine sovereign states, was created. The document includes an account of the central government’s finances.
Historical Notes: General Tomás Cipriano de Mosquera was provisional president of Colombia in 1863. The Rionegro convention was, according to Robert Davis, overwhelmingly liberal in its ideology and politics. The conservative party had limited representation, liberal dominance is clearly reflected the Rionegro Constitutional Charter. Davis, Robert 1993 Rionegro Convention.
