Summary: José María Quijano, writes here an analysis of the advances concerning elementary education in Colombia since the 1872 education reforms. He argues that the access to education nationwide has improved significantly and that German educators who came to the country to improve the quality of normal schools had a positive impact on the nation. This document is a response to the critiques to secular education by Manuel María Mosquera.
Historical Notes: In 1870 the central government initiated reforms to create a public education system throughout Colombia. The three central features of this reform were: to establish free and obligatory elementary, middle, and high schools; to institute secular education; and to create an education system which would promote the liberal ideas of the government.
