Summary: Francisco de Paula Santander, President of Nueva Granada, here presents a law modifying the military law approved in 1825. This decree creates the Estado Mayor (army leaders) of the army of Nueva Granada, as part of the government’s efforts to professionalize the national army.
Historical Notes: In 1839 General Tomás Cipriano de Mosquera organized the first military school in Colombia with the goal of producing a professional army. However, due to the constant internal violent conflicts and the immersion of high ranking officers in politics, Mosquera’s program did not advance effectively.
